As the Assistant Program Manager for Targeting Concepts and Experimentation...
You will work with the Office of the Undersecretary of Defense for Research and Engineering (OUSD (R&E)) to manage a diverse portfolio employing APL mission engineering and analysis, prototypes and experiments assessment, and operational engagement with numerous organizations to deliver high impact analytic products and services to the Department of Defense (DoD). Responsibilities include leadership, planning, coordination and management of analytic projects, and development of operations analysis tools, techniques, and workflows.
You will be part of a targeting and experimentation ecosystem supporting OUSD (R&E) to bring the most promising technologies to the warfighter in order to close kill webs through a variety of capability groups: intelligence, surveillance, and reconnaissance (ISR); command and control; communications; weapons; and processing, exploitation, and dissemination (PED). You will collaborate across the Laboratory, the Services and the Joint Force, the Office of the Secretary of Defense, as well as the Intelligence Community and appropriate Agencies, to incorporate concepts such as human-machine teaming, targeting policy, and coalition dynamics. Further, you will identify emerging opportunities, focused on the combatant commands, and coordinate across all APL sectors and departments to bring these opportunities to maturity. Finally, you will propose work that supports both department and APL vision strategy and execution priorities.
You will assist the program manager to develop and grow APL's relationships with sponsor counterparts, the OUSD (R&E) enterprise, and senior military and civilian staff; provide thought leadership to ensure a complete understanding of sponsors' critical challenges, both current and future; and shape analytic and engineering work to make critical contributions, leveraging JHU/APL's considerable capabilities.
You will engage directly with DoD targeting organizations around the country and the combatant commands, particularly US Indo-Pacific Command and US European Command, as well as representatives of DoD's S&T community, government labs and academic institutions to build the diverse teams required to address DoD targeting challenges.
You will assist the program manager in managing cost, schedule, and performance of projects and studies funded through OUSD (R&E) and partner agencies. You will also plan, allocate, and manage sponsor funds for work secured; follow standard Laboratory program management policies and standards; ensure that tasks assigned are well-defined and understood by technical staff; work with the Department Business Operations (including the Program Financial Management Section and Operations Coordinator Section) to ensure accurate planning, accounting, administrative support and quality control; apply program management best practices to ensure resources are managed to acceptable risk; perform program manager functions as delineated within the JHU/APL Quality Management System.

Qualifications
You meet our minimum qualifications for the job if you...
Have an M.S. degree or equivalent experience in a relevant technical field (Systems Engineering, Biology, Physics, Mathematics, Computer Science, Operations Research or related STEM field)
Have at least 5 years of experience leading analytic efforts across a variety of topics (e.g., operational and technical issues)
Can form strong trust-based relationships
Have strong communication, storytelling, coaching, problem-solving, organizational, and analytical skills
Have an interest in and ability to build/motivate high-performance teams
Are familiar with federated elements of the OUSD (R&E) enterprise and its partners (including targeting organizations, geographic combatant commands, labs and warfare centers)
Can effectively communicate with all levels of staff
Can demonstrate that you are fully vaccinated against COVID-19. Hold an active Secret security clearance and can ultimately obtain Top Secret/SCI level clearance. Our desired qualifications include...
5 years or more of project management experience
Experience leading, managing, or contributing to engineering efforts for DoD sponsors
Experience in analysis of complex systems-of-systems, requirements analysis, conceptual design, prototyping, test and evaluation of military systems
Demonstrated record of impact in development of warfighting capabilities, as well as presentations and interactions with senior decision makers at the 4 star level (civilian and military)
Operational and/or headquarters experience with the military services, component or unified combatant commands.
Hold an active TS/SCI clearance and can ultimately obtain TS/SCI poly level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
