Project Controls Specialist

SUMMARY:
The Project Controls Specialist will support a $100M Research & Development (R&D) project for Simons Observatory.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Typical support from a project controls specialist may include, but is not limited, to the following: Participating in developing and maintaining fully integrated resource loaded schedules in Oracle Primavera P6 using standard project management scheduling and EV methodology providing efficient, effective, and responsive project controls, standards, and procedures to ensure assigned projects comply with industry best practices
Supporting the line managers, project managers and project teams in developing, implementing, and maintaining project controls systems (e.g., planning, scheduling, control, reporting, and performance measurement requirements), and the Project Work Breakdown Structure (WBS)
Participating in constructing and maintaining time-phased budgets, work schedules, work breakdown structures, and cost account plans
Creating and implementing Earned Value Management System (EVMS)
Maintaining EV data with cost processor software
Performing project scheduling earned value data analysis in conjunction with the Control Account Managers (CAMs) and Project Manager
Performing trend projections, develops metrics to analyze project performance, and generates performance measurement monthly reports for the management team
Interacting and collaborating with others in providing a development plan and annual performance goals relating to the project’s objectives or translate needs to value-added products/services
Interfacing with the project’s technical staff, financial staff, project managers and the functional managers on all aspects of cost control and scheduling

EDUCATION AND EXPERIENCE:
Advanced degree (Masters) in Project Management required
Experience developing an Integrated Master Schedule for at least one National Science Foundation (NSF) large capital MREFC project is required
At least 15 years of experience in project management is required
Recent experience (within the last 2 years) experience in US Dept of Energy projects or large capital nuclear construction projects is required
Strong cost skills with at least 10 years as cost analyst
Clearly demonstrated experience in Primavera P6 scheduling and cost control
Must be a self-starter, detail oriented, able to support multiple projects, possess excellent communication skills, work well within a team, and interact with multiple levels of management
COMPUTER SKILLS:
Skilled in operating a personal computer and standard office equipment
Must have proficiency in a variety of computer software applications in word processing, spreadsheets, database, (MS Office: Project, Word, Excel, Outlook)
