DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS
Provides general supervision and coordination in reviewing contractors compliance with plans and specifications. Oversees the inspection activities and personnel to review and evaluate contractors compliance on various construction project plans and specifications. Reviews preliminary plans and evaluates future plans for construction. Reviews contractor submittals. Resolves construction problems. Operates vehicle to and from various construction sites. Attends pre-bid, pre-construction and other meetings. Prepares and reviews various reports and records. Provides management of multiple contracts of various sizes. Serves as liaison between City personnel and contractors, consultants or testing laboratories. Reviews, approves and tracks consultant or testing laboratory estimates. May develop standard protocol for environmental and geotechnical investigations.
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions.
This is a Houston Public Works Emergency Management Position at the Tier 2 Level.
Job Requirements:
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's Degree in Civil Engineering, Business Administration, Physical Sciences or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, geotechnical, environmental or a closely related field are required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
MINIMUM
LICENSE REQUIREMENTS
Valid Texas Driver's License and compliance with the City of Houston's policy on driving (AP 2-2)Candidates with experience in construction, operations, maintenance of surface water treatment processes.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

However, the department may administer a skills assessment test.

SALARY INFORMATION
Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
