The Moerdijk site is part of the Shell Chemicals & Products division. It is a major chemical site (360 hectares) established in 1968 with three main production departments (Olefins unit, Ethylene Oxide unit, etc). Moerdijk has strong connections to the nearby Energy and Chemicals Park Rotterdam in Pernis. Furthermore, Moerdijk has a strong product export capability to NW Europe (by pipeline, trucks (7.000/y), barges (2.000/y) and seagoing vessels (300/y).

Shell Moerdijk is at the start of an ambitious journey to play a leading role in the Energy Transition. Several projects are under development that will contribute to Industry climate goals (Electrification from renewable sources, Circular and Bio-based feed-stock, Carbon Capture and Storage (CCS), District heating, Hydrogen production etc). In parallel the transformation will require a variety of projects to ensure reliable operations, improve HSE and sustainability and have selective growth on our existing units. As a member of the Project Engineering team, you have the chance to play an important role in the transition of our site.

In this role you will have the opportunity to play an important role in this development and as such in key steps towards the transition of Moerdijk.
What’s the role?
The Project leader will:
Manage a cluster of brownfield projects within the Moerdijk site portfolio.
Support the project department in improvement initiatives towards cost effective project implementation.
More specific responsibilities include:
Single point accountability for safety, costs, schedule, and quality during the define and execute phases of the project
Manage and lead the owner project teams within a matrix organization
Manage the EP(CM) contractor(s) performing the detail engineering, contracting & procurement (incl. off-site fabrication), activities
Develop smart (re)sourcing strategies to cope with the overheated resource and material market conditions in North/West Europe
Set-up, develop and execute project execution strategies/plans for all projects in the self-managed portfolio
Together with the Business Opportunity Manager facilitate the project governance in Business Opportunity Team and Decision Review Board meetings
Enable smooth decision making by providing good decision quality-based proposals/escalations
Support the project department in implementing the department improvement plans
What we need from you
We are keen to hear from individuals with demonstrated experience in delivering capital projects as a project leader, in an operational environment comparable to Moerdijk or those who have worked at manufacturing locations (Chemical Plants, Oil Refineries, LNG/Gas plants). You’ll also call on your Degree in Mechanical, Chemical, or other relevant technical area (Bachelor’s or Master’s).
We also hope you possess the following skills and experience:
Project Management experience in Front-end and Execute phases (incl. detail engineering, construction, Commissioning and Start-up and project hand-over)
Independent performer - ability to solve and escalate issues through both the project governance (project team, Business Opportunity Team, Decision Review Board) as the site organization
Fluency in Dutch is highly beneficial but not required
Potential to become an effective team leader, demonstrating project, HSE and general leadership
Proven track record in delivering as promised
Strong communication skills and proven stakeholder management on all levels
Willing to contribute to improvement journey of the team and site
