POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION
The Landscape Designer-Parks and Open Space Planner position is an entry to mid-level planning position involving technical assistance to the Parks and Open Space Divisions for both long-range and current planning for parks, open space, and natural areas, and assists the Senior Landscape Architects in the design and project administration of parks, open spaces, trails, rights-of-way, facilities and other public improvements. Duties of the position include, but are not limited to, development and site plan review for impacts to the Parks, Recreation, and Libraries Department; coordinates small projects, research, data analysis, and makes recommendations on the City's parks, open spaces, natural resources and general planning efforts.
The full salary range for this position is stated above. Starting wages are negotiable and dependent on the qualifications and experience of each individual candidate. The City of Westminster offers a bonus of up to $1,500 per year depending on the employee's fluency in Spanish, Hmong, Laotian or American Sign Language (ASL).

Demonstrate basic knowledge of landscape architectural design, design standards and procedures, and public regulations used in the construction of parks, open spaces, trails, landscaping, irrigation systems, earthwork and related public improvement projects

JOB SPECIFIC FUNCTIONS
Essential Job Functions, Duties, Responsibilities, and Tasks
Supports Senior Landscape Architects in managing the planning, design and construction of projects consisting of parks, open spaces, natural resources management, trails, recreation facilities, libraries and related public improvements, including: consultant selection, master planning, design development, construction documentation, bid administration, contract management, review of engineering construction drawings, cost estimating, budget management, and construction observation phases
Serves as a project manager for small scale projects under the direction of a Senior Landscape Architect Advises consultants, developers, contractors, and others regarding City standards and regulations
Coordinates special projects relating to land acquisition of open space including appraisals, surveys, environmental assessments and associated contracts
Prepares, submits and administers grant applications
Prepares long-range plans for parks, open space and natural resources
Coordinates public outreach efforts for long-range plans and capital improvement projects
Coordinates wayfinding signage, kiosk information and maps along trails
Reviews private development plans for public land dedications, park development fees, design of drainage facilities, rights-of-way, and other improvements to be maintained by the Department Attends technical review meetings to represent and address park and open space issues
Assists with preparation of the capital improvement budgets
Serves as a professional ambassador of the department and City by maintaining a professional image, exceptional customer service skills with a creative and energetic approach; this includes representation at council sessions, conferences, inter-agency and public meetings
Answers questions from the public regarding park and open space properties
Coordinates with volunteer groups, hosts public events, tours and presentations to educate the public about plans, projects and natural area management
Maintains regular and punctual attendance

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS
Education, Experience, Skills, Formal Training, Licenses, and Certifications
Required
Minimum of two years of experience or any satisfactory combination of experience and training that demonstrates the knowledge, skills, and ability to perform the above-described duties
Valid driver's license and safe driving record
Preferred:
Bachelor's degree from an accredited four-year college or university in Planning, Landscape Architecture, Environmental Studies, or related field
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements
Work is sedentary in nature and requires sufficient physical stamina and strength for:
Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
Frequent lifting, carrying, pushing/pulling of up to ten (10) pounds to move material and supplies; occasional pushing/pulling of up to twenty-five (25) pounds with dollies and carts
WORKING CONDITIONS
Work is constantly performed indoors and is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.
Required Materials and Equipment
Slide projectors, various types of drafting equipment, multi-media projectors, 35mm cameras and digital cameras, digital sound level meter, copy machines, scanners, personal computers and keyboards, telephones, fax machines, and other standard office equipment.
