Position Purpose
What’s the role –
Shell Trading & Supply Distribution Operations (TSD Ops) organization manages the trading, supply, distribution, and shipping business within the Shell Group globally. TSD Ops handles the worldwide distribution network with a global portfolio of assets. We handle over 6 million barrels per day or product movements; every day more than 3000 trucks lift fuel from terminals and other supply points delivering to 27,000 Shell Retail stations. Within TSD Ops, the Global Engineering function reports to the GM TS Engineering and is accountable for the delivery of the Capital Program for the terminals and associated infrastructure. TSD Ops is on the leading edge of Shell’s New Energy strategy. We work with Shell Stakeholders on the design of various New Energy projects including biofuels and, in the future, TSO will operate LNG, RNG and CNG terminal facilities across the globe.
The Senior Project Manager for the West Coast is aligned to Shell Trading and Supply Distribution Operations (TSD Ops). The immediate focus for the Sr PM will be the Marine Oil Terminal Engineering and Maintenance Standards (MOTEMS) project which is located at the Mormon Island terminal near Long Beach, California. The MOTEMS project will be executed at the Mormon Island terminal on the associated port infrastructure to meet the MOTEMS regulatory requirements, within the timeline agreed to with the relevant Port Authorities. The total project cost will exceed $150 MM of which about $70 MM is related to the infrastructure improvements and the remaining is for Lease requirements. Currently the MOTEMS Project is in Execute phase, and approximately 35% complete. Major construction will start in 2023.
The Senior Project Manager will be assigned additional projects form the US portfolio in the Western US region. These projects will be executed in the same time frame as MOTEMS. The position reports to the US Project Lead, and will be part of the MOTEMS project DRB, which has the GM T&S Operations Americas as Decision Executive and the GM TSO Engineering as active members.
The Senior Project Manager-West will be accountable to:
Deliver the project within time, cost, and quality requirements at Goal Zero.
Manage the Project according to the Opportunity Delivery Model (ODM) Manual, which is the scaled ORS project management process for the TSO organization
Accomplish the objectives of the Project Management Framework (PMF): Deliver Goal Zero, Deliver Successful Start Up & Operations, Deliver Efficient Execution, Deliver Competitive & Affordable Scope, Realize Business Case Value, and Apply ODM.
Senior Project Manager-West will:
Work closely with the MOTEMS BOM and DRB to ensure a proper management of the project planning, funding, and risks, enabling the DE to make informed decisions.
Support the MOTEMS BOM in the licensing and permits activities as well as managing relationship and communication with key Stakeholders.
Ensure proper resources are in place for detail design engineering, construction management and construction safety structure.
Assure the required Technical Authority controls are applied to the Project (PCAP), as well as the required Project Assurance activities are planned and executed as required.
Finalize detailed design and managing the Execute phase, including coordinating the required contract and procurement strategy, and then ensuring the required Project Engineering, Contract Management, Construction and Construction Safety, QA/QC, Operations Readiness and Commissioning & Start up activities.
Develop, implement, and execute strategy for the commercial aspects of the project, including vendor identification and qualification, tender preparation, invitation to bid, technical and commercial evaluation and award.
Establish optimal project planning, expediting, and reporting structure, with efficient cost control and schedule control processes.
Prepare all relevant project execution procedures, specification and documentation that will be required to manage the project and report progress.
Manage the Engineering Services Provider to complete the agreed EPCM deliverables and ensure the expected outcomes are achieved, including design engineering packages, technical specifications, permits & licenses, tender documents, project control and reporting.
Set the expectations for Construction contractors through effective post award contract management and spending time in the field. Coordinate personnel and Contractors to assure that field activities are completed safely, on time, within budget and in accordance with the design requirements.
Assist with mechanical start-up plans and procedures, provides technical support during start-up, supports training activities, and assures documentation and knowledge transfer.
Provides appropriate files to maintenance and operations for record keeping. Creates or assembles all documents for project closure. Works with Project Controls and DGIP group to close project documentation and financial accounts.
Hand over the project to Operations assuring the update of DGAME as required.
In addition to MOTEMS, the Sr PM-West will:
Manage other projects in the US Region (primarily on the West Coast) as assigned by the US Projects Lead by utilizing the ODM process and standards; Capital Program reporting, through the PMR platform, with proper coordination with the broader TSO and DS Capital reporting process.
Work closely with the Facility Engineering and Reliability & Integrity teams for Western US Projects to ensure the delivery of the Engineering agenda in the region.
Deliver the planned Assurance activities on the Capital Projects Portfolio for Western US Projects, leveraging the Global Engineering Network and P&T Project Services Team for the required support
Establish optimal contracting & procurement strategy for Engineering Services for Western US Projects, establish flexibility or project resources through outsourcing
Skills & Requirements
What we need from you –
Must have legal authorization to work in the US on a full-time basis.
Bachelor of Science Degree in Engineering.
15 years of engineering work experience in Manufacturing and/ or Refining facilities
10 years of Project Engineering experience
Experience in Terminals (Truck, Rail, Marine Vessel and Tank Farm facilities) a plus
Project Management Institute, Project Management Professional (PMP) certificate a plus
Excellent communication and Change Management skills
This role will be based in either Houston, TX or Los Angeles, CA. With either location, travel to other terminal locations is required, especially during construction, and could be up to 75% of the time.
