The Expert Project Manager will work alongside members of the different program offices and ITS within SED to perform the following: Work with Program Office staff and IT teams to define, develop and manage strategy and roadmap for meeting the goals, objectives and timelines of the program(s).
Interact with SED C-suite stakeholders including Directors and Commissioners and periodically apprise them about the programs/projects risks and progress.
Work with all the stakeholders to assemble project teams, maintain RACI chart, identify best technical design working with SED architects, and develop / manage plans and schedules to ensure timely completion of all deliverables.
Develop and maintain formal risk management plan(s). Periodically assess risks, anticipate bottlenecks, escalate as necessary, balance business needs with technical constraints to optimize business benefits.
Lead management and technical meetings, publishing MOM and tracking actions. The resource will conduct high-level requirements gathering sessions, analyze interdependencies and prioritize needs;
Bring synergies across SED projects, actively manage change, integrate business processes and systems, and provide necessary direction and guidance.
Guide and mentor a team of project managers, assign/delegate work to team members, oversee and follow-up for on-time project deliverables.
Instill best practices for following SDLC, SOA, develop and utilize program/project management processes, tools and artifacts, and deliver high-quality work by tracking progress and publishing periodic health reports.
Using tools like Smartsheets, Jira/Confluence, MS Project, etc. develop, manage and convert estimates into releases and sprints with timelines;
Hold daily scrums, and other agile ceremonies to achieve the planned milestones.
Ensure stories, done criteria, test strategies, release plans are defined well and set-up needed processes.
Work with tools such Jira/Confluence, Selenium, MPP, Salesforce, Visio, SharePoint and other web-based applications.

Expert: 84 months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field. 60 months experience as certified Project Manager with directly managing multi-million dollar portfolios' and programs' governance, execution, budgeting, and periodic status reporting to all stakeholders including C-suite and PMO.
84 moths of experience in Program/Project Management and testing tools MS Office products including Project, Visio, SharePoint, Dynamics, Jira/Confluence, Salesforce, DocuSign, Tableau, COGNOS, TFS, Client QC, Service Now and Selenium.
60 months experience in State and City Departments application integration projects following the waterfall, agile and hybrid Secured Software Development Life Cycle (SSDLC) methodologies.
84 months experience as certified Project Manager, managing multiple projects' initiation, execution, budgeting, establishing/maintaining schedules, scoping requirements, managing change working with multiple teams, monitoring / mitigating risks, and periodic status reporting.
60 months experience managing stakeholders, developing communication plans and facilitating communication including thorough follow-up in all aspects of the project(s) covering business and technical meetings, among vendors and program staff.
60 months experience with planning and managing legacy data migration and infrastructure upgrade projects involving commercial off-the-shelf (COTS) products and vendor engagement for expeditious and thorough implementation of solutions, upgrades, configurations, custom development, troubleshooting, quality assurance and IV&V compliance.
