Position: Project manager Location; Carson City, NV (Need locals) Duration: 12 months Job Description The Traffic Operations Division of the Nevada Department of Transportation is searching for an Agile Project Manager with experience as a Scrum Master. This unique position will work with the Intelligent Technology Systems teams to improve the current network of traffic devices and work on special projects or with the Nevada Shared Radio team in the implementation of a new state-wide communication system. The Scrum process is being used in ways, other than with the traditional development teams, and this opportunity will provide Scrum experience with unconventional teams. The position is located in Carson City, Nevada. An in-office presence is required, however part time telecommuting maybe possible. Currently, this position offers a choice of either five 8-hour workdays or four 10-hour workdays. Responsibilities and Duties The Agile Scrum Master is accountable for establishing Scrum as defined in the Scrum Guide, by helping everyone understand Scrum theory and practice, both within the Scrum Team and the organization. The position is accountable for the Scrum Teams effectiveness. This is accomplished by enabling the Scrum Team to improve its practices, within the Scrum framework. The Agile Scrum Master serves the Scrum Team in several ways, including: Coaching the team members in self-management and cross-functionality; and Helping the Scrum Team focus on creating high-value increments that meet the Definition of Done; and Causing the removal of impediments to the Scrum Teams progress; and, Ensuring that all Scrum events take place and are positive, productive, and kept within the timebox. The Agile Scrum Master serves the Product Owner in several ways, including: Helping find techniques for effective Product Goal definition and Product Backlog management; and Helping the Scrum Team understand the need for clear and concise Product Backlog Items; and Helping establish empirical product planning for a complex environment; and Facilitating stakeholder collaboration as requested or needed. The Agile Scrum Master serves the organization in several ways, including: Leading, training, and coaching the organization in its Scrum adoption; and Planning and advising Scrum implementations within the organization; and Helping employees and stakeholders understand and enact an empirical approach for complex work; and Removing barriers between stakeholders and Scrum Teams. The position is responsible for facilitating the Scrum Events; and assisting the Product Owner with maintenance of the Product Backlog and assisting with the creation of user stories and Acceptance Criteria. Qualifications and Skills A background investigation will be required. A minimum of 3 years of experience leading teams using Agile, Scrum, and Waterfall methodologies. A minimum of 2 years of professional Scrum Master experience and a Scrum Master certification (CSM, A-CSM or CSP-SM) through the Scrum Alliance. Skilled at serving, managing & collaborating with cross-functional teams. The ability to inspire others and keep teammates focused on outcomes. Proactively identifies impediments and appropriately resolves using network of peers and formal channels, including escalation if required. Effective communication skills, with positive attitude and eternally optimistic in challenging situations. Ability to assure Scrum concepts and principles are adhered to, be a voice of reason and authority, make the tough calls Enthusiastic and eternally optimistic in trying/challenging times. Strong con?ict resolution skills with the ability to facilitate discussion and alternatives, or different approaches especially with differing personalities. Must be willing to mentor and train team members, product owners and others in the organization in Scrum theory. Collaboration and facilitation skills, with the ability to plan, execute and follow-up on meetings and issues at the team level. Bring disclosure and transparency to the organization and grow organizational trust. Facilitate story / epic level backlog refinement and prioritization and provide monitoring and status tracking support for cross-team initiatives. Ensure impediments are visible and tracked through to resolution, escalating when necessary. Utilizes team feedback and metrics (quality, delivery rate, etc to identify areas of opportunity and works with team to continuously improve. Experience with delivering solutions in large scale enterprise environments a plus, but not necessary.
