Job Description The Project Manager position is responsible for the oversight of the Operations, Maintenance, Laboratory, ISRCP and Administrative departments of the Burbank Water Reclamation Plant working with department Managers to provide quality wastewater services for the City of Burbank under a long-term service contract.
Project delivery must be accomplished in accordance with UW’s commitment to Superior Client/Customer Service, motivated and trained employees, and business efficiency. The position is responsible for full compliance with UW’s contractual responsibilities, safety and environmental compliance goals using the full resources of the company to achieve superior client/customer loyalty and build long-term relationship. Incumbent will coordinate and leverage the efforts of UW’s support functions – Technical Services, Finance & Due Diligence, Legal, Human Resources, and Operations Management during the project delivery.
Nature & Scope-Principal Areas of Responsibilities:
The Project Manager will be responsible for working with department managers to provide quality wastewater services.
Project delivery must be accomplished through profitability, full compliance with Veolia’s contractual responsibilities, safety, and environmental compliance goals.
While utilizing the full resources of the company to achieve superior customer service, the PM will work to enhance relationships with identified clients, qualified candidate clients, and define the client’s needs while nurturing and shaping target project opportunities.
The PM will coordinate the efforts of Veolia’s support functions, such as Technical Services, Finance & Due Diligence, Legal, Human Resources, Environmental Compliance, Health and Safety Support and Operations Management to provide assistance to the client as needed in resolving complex operational issues and offering sound solutions.
The PM will coordinate with the Area Manager and plant department managers to direct and manage the staff attached to the Burbank Water Reclamation Plant project.
The PM will direct management of the industrial pre-treatment program, laboratory, operations, and maintenance team, including training and evaluation of staff members.
Prepare and maintain the annual budget for the project and periodically review budgetary needs.
Manage, oversee, and direct capital projects; provide progress reviews, and capital project recommendations upon client request. Management and engineering of capital rehabilitation projects by conducting progress reviews.
Provide support to the client regarding dealing with their customers and/or clients (i.e., City of Burbank Power Plant, etc.).
Assist with proposal preparations and costing for potential projects.
Ensure water and air quality compliance, including timely generation of monitoring reports.
Ensure that all general administration and operations of the facility are operable (i.e., invoicing, vendors, timesheets, scheduling, etc.).
Coordinates and/or supports the gathering, analysis, and interpretation of client specific data.
May be required to manage and/or support proposal activities including financial and technical analyses regarding new opportunities and negotiating/closing new contracts.
Represent the Company with targeted clients at various trade shows, conferences, and forums. Interface and meet regularly with client contacts.
Keep up to date regarding competitive market and trends.
Qualifications Education/Equivalent:
Bachelor's degree in Business, Science, Civil, Environmental, or Sanitary Engineering preferred. Equivalent experience in related fields with strong understanding of local governments and contracting of local services acceptable.
Master’s Degree in Engineering or MBA, strongly preferred.
Formal training in the development, deployment, and use of Management Control & Reporting Systems (MCRS)
Valid driver’s license in state of California is required and must meet risk management guidelines or the ability to obtain a California driver’s license upon appointment.
Grade V California SWRCB Wastewater Treatment Plant Operator certification is required.
Work Experience Needed:
Minimum ten years combined experience as Project Manager/ Operations Manager/Director in a Wastewater Utility, Consulting Engineering, Construction Management, Program Management, or Facilities Management organization with a minimum of five years of supervisory experience managing Technical/Operational employees and complex activities.
Strong knowledge of municipal wastewater industry issues including regulatory, financing and inter-local government management agreements.
Special Skills/Abilities Needed:
Must be knowledgeable in Microsoft Office Suite of software.
