The Project Controls Specialist will help drive North America Pipeline Capex and Expense programs, taking full responsibility on the NA Capex and expense program implementation, assuring a professional project management approach. He/she will be the owner of the Project Controls Manual for the Depart of Engineering. Will be key focal point for onboarding new project control resources to the project services organization with Shell Midstream. This position interfaces with Shell Midstream business, Facilities Engineers, Terminal Operations, Contracts and Procurement, HSSE, regional and Global Trading and Supply, Finance, P&T (project development, assurance, and project execution groups in Downstream, onshore and offshore) and Shell IT.
What’s the role?
The Project Controls Specialist will be responsible for the overall North America Project Program, which includes the SME within the Project Controls team.
The role will provide professional and competitive project support to engineering and operations through cross-country standardization and exchange of best practices. Will support annual project budgeting for both capital and Expense projects. Compliance is a key aspect of the position as they will support the liaison for internal and external audit requests as needed. Seen as the SME for internal reporting tools as Salesforce Project Portfolio Management and Salesforce Asset Master planning along with S4 Hana SAP systems. Will need to train S4 Hana users and conduct training session as needed for the Engineering team. Role will also need to deliver training sessions and info share sessions to the wider engineering and operations teams.
Key responsibilities –
Ensure the Project Controls key processes are used to support the annual project capital and expense spend approximately spanning thru 1500 projects
Ensure the processes are updated for external and internal SOX compliance for all controls owned and operated within Shell Pipeline Engineering.
Ensures formal process for endorsement is kept updated as projects move through the pipeline stage-gating, monitoring of overall expenditure to stay within allocated capital budgets/ceilings. Work with finance and finance operations to ensure all parties gain alignment.
Seen as the SME in the end to end Project Control processes: Setups, approval process, networks/activities in S4 Hana, PGS (Procurement goods and services) invoicing, SES (Service entry sheet), GR (good receipts), Project close out, AUC (Asset under construction) reports, SOX attestation and SOX accrual processes. Will know and understand all processes for a PC role and onboard/training/info-sessions to new members in the end to end processes.
Provides subject matter expertise and training for the internal Salesforce Tool PPM (portfolio project management) and AMP (asset master planning) and heavily involved with the new upgrade to the Asset Master planning tool. This role will onboard new users to the Mega Force Salesforce tool and work with Shell IT on new enhancements as the tool evolves.
Subject Matter expert with Project Systems in S4 Hana, SAC (SAP Analytical Cloud) and S4 Hana PGS (Procurement Goods and Services). This role will be a trainer to on-boarding new users to SAC and S4 Hana. Will work with the various business leads and operations to develop reports within the new tools to provide cost transparency.
Ensure consistency of project control activities with Luminon SAP and S4 Hana as well as other company based financial and accounting systems.
Provide adhoc support or analysis or studies for the GM of Pipeline Engineering or Project Controls team or the business.

Requirements:
What we need from you -
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor's Degree or Bachelor's Degree or equivalent industry experience in all facets of project controls.
Minimum five (5) years varied experience in Pipeline / Oil Refining / Petrochemical environment (e.g. projects, maintenance, turnarounds, controls).
Industry experience in all facets of project controls (e.g., cost, forecast, schedule, budgeting, estimating, metrics, SAP S4 Hana mandatory, SAC (SAP Analytical Cloud), Salesforce AMP and PPM tool is mandatory).
Proven knowledge in setting and implementing policies for best practices in project controls.
Knowledge of internal & external SOX regulation to ensure compliance (Key SOX Controls).
