This role is responsible for managing the day-to-day liquid sourcing (contractor and sourcing outsourced provider capacity) pool. This role will work closely with Sourcing Excellence cross-functional leaders to monitor capacity requirements and allocate resources based on the needs of multiple categories. This role is ultimately accountable for ensuring contractors and outsourced provider resources are meeting the required competencies for Sourcing Excellence roles and employing leading practices on a fit-for-purpose basis. This sourcing leader will also be accountable for identifying, building, deploying and improving capabilities across the SE organization. Lastly, this leader will work with the SRM / BPO Lead to refine contracts with 3rd party sourcing partners, to ensure the right incentives are in place and that maximum value is being produced.
Major Responsibilities and Accountabilities:
Manage team of contractors and outsource providers (liquid sourcing) spanning across multiple functions / teams:
Develop or utilize criteria for evaluating procurement department and staff performance
Oversee the allocation of the liquid sourcing pool, ensuring appropriate prioritization of opportunities and adjustments to shift in demand (i.e., expand and contract resource pool)
Manage relationships with key service suppliers, developing negotiation strategies and conducting negotiations.
Help mitigate challenges that may arise in the day-to-day tasks of contractors / sourcing outsourced providers (liquid pool)
Ensure excellence in the implementation of Sourcing Strategies through external capacity
Guide external teams to ensure support is in congruence with organizational objectives and sourcing strategies
Monitor quality and efficiency of deliverables, in consistency with BMS methodologies and guidelines
Ensure contractors are providing maximum value in alignment to Category and Sourcing strategies
Work collaboratively with SRM/BPO leads in order to periodically review the contracts for third-party sourcing partners, ensure risks are being mitigated, identify ways to improve financial optimization and productivity
Proactively connect teams, networks and individuals in order to increase performance of BPO resources
Identify and drive transformational opportunities with BPO, including value beyond cost savings (e.g., customer satisfaction)
Oversee special projects as they arise, creating and outlining new processes that will support the continued development of the SE Liquid Pool
Partner with Global Process Owners Work with Strategy & Process teams to identify and build leading technology solutions to enhance the contracting process
Identify and deliver new capabilities, including change management, on a large scale
Identify and lead process improvement projects in critical areas in support of driving greater value for BMS Sourcing Excellence and BPOs
.Drive periodic reports of progress and compliance activities for GP SE Leadership in order to better the Liquid Sourcing Pool, given the experiences each resource has while completing their day-to-day tasks
Define performance targets for liquid sourcing capability and drive accountability against targets
Qualifications:
.S./B.A. (Business, Science or Engineering is desirable)
Minimum of 6- 8 years’ work experience with at least 2-3 years procurement and/or 5-6 years managing external contractors and conduct large scale improvement initiatives or relevant experience. Demonstrated ability as a Project Manager who can prioritize workload and manage complex projects within cost and schedule
Familiarity with contractor or consulting operations
Demonstrated advanced knowledge and experience with Service Delivery management applied to large and global organizations such as BMS
Strong leadership, communications (written/verbal) project management, analytical, problem solving, organization, presentation and facilitation skills
Experience managing or facilitating cross functional teams
Translate business requirements to system-based solution and implement to improve business performance.
Demonstrated project leadership experience, while being flexibility to meet multiple demands and changing priorities
Preferred Qualifications:
Master’s Degree
Hands-on experience leading process improvement initiatives such as Six Sigma or Lean; professional certification.
Demonstrated record of leadership role in key initiatives or managing direct reports
Ability to influence multiple groups including senior leadership.
Excellent problem solving, negotiation and facilitation skills.
Act as a trusted advisor for multi-disciplinary teams throughout the business continuity planning lifecycle.
