Description:
The role of the Project Manager/Business Analyst is to assist State Agencies with the planning, requirements gathering and requirements documentation during the first 4 phases of the State’s SDLC. The PM shall help the State Agency guide the State Agency in the development of project artifacts in accordance to the State’s System Development Life Cycle, PMI PMBOK, and applicable industry best practice. Additionally, the PM will also perform the lead Business Analyst Role in guiding the State Agency in developing processes and artifacts for gathering requirements in accordance to the BABOK. The Project Manager will oversee the quality of the execution of the project during the first four phases of the Agency’s SDLC using the established standards.
Responsibilities include:
Establish practices for eliciting, capturing, and documenting requirements for the project. Mentor and guide the Agency through the development of the requirements including the development of a SOW.
Establish tool for project team to track and monitor requirements.
Review and assess IT project artifacts for compliance to System Development Life Cycle (SDLC) standards and template.
Coach and mentor State’s PM on SDLC practices.
Provide review and feedback on adequacy of agency SDLC documentation during first four (4) phases of projects in the form document reviews.
Provide feedback on business process, procedures, methodology and application of all aspects of project oversight.
Provide coaching and mentoring of project managers to address project risk and issues.
Provide best practice recommendations to agencies with respect to risk planning, mitigation, tracking and disposition.
Provide contract management oversight support including contract analysis and contract audit services of contracts and evaluation of processes and procedures.
Other miscellaneous project oversight related duties
Position Requirements:
BS degree or equivalent 5 years direct work experience in a project management capacity, including all aspects of process development and execution.
Strong familiarity with project management software including portfolio management tools
Competent and proficient understanding of project implementation approaches including COTS and custom develop solutions
Solid working knowledge of current information technologies
Experience at working both independently and in a team-oriented, collaborative environment is essential.
Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
Adept at conducting research into project-related status, risk, and issues.
Ability to elicit cooperation from a wide variety of sources, including upper management, contractors, and other departments.
Ability to defuse tension among project team, should it arise.
Strong written and oral communication skills.
Strong interpersonal skills.
Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
