What's the role -
The Rotating Equipment Project Engineer serves as the primary Rotating Equipment contact for all Shell Deer Park (SDP) Engineering & Construction (E&C) projects at the Chemical's Complex. This person will provide rotating equipment technical assurance for all project phases at SDP. This includes design, engineering, procurement, fabrication, construction, commissioning, startup, and closeout. The responsibilities of the person in this role will be accomplished through the personal application of technical skill and knowledge and through the coordination and involvement of the appropriate technical resources available on site, through Shell Global Solutions US, and others.
Though some limited design work might occasionally be undertaken, it is not intended that the individual in this role will provide detailed engineering design. The person in this role will, however, be expected to provide detailed design input in terms of required standards, specifications and materials of construction, and will further provide review, comment and overview of the detail design provided by others. This individual will also be expected to specify required quality control and quality assurance hold points and examinations, and to provide review, comment and overview of vendor, fabricator, and constructor quality control programs.
The Rotating Equipment Project Engineer administratively reports to the Rotating Equipment Department Supervisor. Functionally, the individually operates somewhat independently with guidance and direction as appropriate from the Rotating Equipment Department Supervisor and Project Engineering & Construction Manager.
KEY RESPONSIBILITIES
OVERALL ACTIVITIES
Plan and execute overall SDP E&C Rotating Equipment Technical Assurance activities.
Serve as SDP E&C primary Rotating Equipment contact.
Provide broad day-to-day rotating equipment technical support to SDP E&C.
Identify/specify appropriate codes, standards, and specifications.
Identify/specify quality control and assurance requirements.
Identify approved suppliers and/or fabricators of rotating equipment.
Review proposed suppliers and/or fabricators not currently on the approved list to determine their acceptability.
Maintain regular contact and communication with SDP Electrical/Mechanical/Rotating Equipment technical assurance groups.
Coordinate involvement of other Deer Park Electrical, Mechanical, and Rotating Equipment personnel as necessary (e.g., specialist support and/or supplementary engineering support).
Interface with (and involve as necessary) Shell Global Solutions US personnel and other appropriate resources.
Communicate rotating equipment related project plans and activities to appropriate Deer Park Electrical, Mechanical, and Rotating Equipment personnel to provide information and to solicit input (NOTE: In the absence of the Area Engineer or Area Inspector whose input is solicited, the Rotating Equipment Project Engineer is expected to seek alternate sources of information or provide input to the project based on personal knowledge and experience).
Develop a thorough understanding of each project from an Electrical, Mechanical, and Rotating Equipment perspective (equipment, design, and specifications).
Maintain awareness of non-E&C rotating equipment related project activity initiated or executed by the Electrical, Mechanical, and Rotating Equipment Department personnel.
Serve as the Rotating Equipment Department’s rotating equipment representative on E&C incident investigations as appropriate.
Participate in location or Company-wide teams as appropriate or requested by E&C and/or Rotating Equipment Department supervision and management.
Participate in and comply with all SDP safety programs, activities and requirements.
Advise Rotating Equipment Engineers and Inspectors of opportunities for professional development (performance tests, equipment installations, equipment field test runs, etc…).
Demonstrate a strong appreciation for referencing, interpreting, and applying ASME, API, and other applicable standards.
The Rotating Equipment Project Engineer will function as one of several TA3 Shell certified engineers for the Rotating Equipment Department.
CONCEPT DEVELOPMENT, FRONT END LOADING, DETAILED ENGINEERING AND PROCUREMENT PHASES
Responsible for providing Rotating Equipment technical assurance during Concept Development, Feasibility, Scope Finalization and final AFE development.
Provides Rotating Equipment technical assurance for the detailed engineering and procurement phase of all projects that involve rotating or reciprocating equipment.
Identify any project related vendor training for SDP E&C or local area engineers and inspectors.
Participate (or arrange for area engineer/inspector participation) in factory performance tests of rotating equipment as required.
Participate in PSSR's.
Attend project-related meetings as required.
Assure that associated operating procedures/orders/manuals are created or updated.
Assure that appropriate alarms and operating limits are communicated to Area teams and operating units.
Provide Project Staffing estimates to Project Engineers for AFE development.
Assure that spare parts strategies are appropriate based on the agreed upon criticality of the equipment.
CONSTRUCTION
Develop and provide Construction Assurance (CA) requirements for equipment installed during E&C Projects.
Develop the staffing plans for the construction phase of SDP E&C projects.
Be the technical focal point within SDP for resolution of construction related technical issues surfaced in the field during the Construction phase of projects.
Set requirements for Rotating Equipment Department Inspector field audit activities.
Develop and provide Quality Assurance (QA) support, working directly with the field constructor during system punch out and acceptance of systems.
COMMISSIONING AND START-UP PHASES
Provide technical support and troubleshoot project rotating equipment problems.
Develop staffing plans for the commissioning/start up phases of E&C projects. Where possible or appropriate this should include providing professional development opportunities for Rotating Equipment Department personnel.
Participate in the MOC (Management of Change) process, where applicable.
Participate in equipment turnovers as needed.
Set requirements for Rotating Equipment Department Inspector field audit activities.
Oversee equipment commissioning activities, as required.
Oversee equipment testing, monitoring, repairs and adjustments during the commissioning and start up periods.
Participate in preparing equipment start up, operating, shutdown and emergency guidelines and procedures, as required.
POST START-UP AND PROJECT CLOSE-OUT
Assure that all rotating equipment and related facilities meet the requirements for turnover to SDP.
Assure input of data to equipment electronic databases.
Audit equipment files supplied by engineering contractors to assure complete and accurate information submittal.
Assure that spare parts and spare parts information, equipment baseline data and equipment receiving, and preservation data have been properly managed.
SKILLS AND REQUIREMENTS
What we need from you -
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer
BS, MS or PhD in mechanical or related engineering degree
Minimum of 12 years of professional experience at manufacturing sites.
Registered professional engineer or similar (such as Chartered engineer status) is preferred
Experience with rotating equipment suppliers
Vibration diagnostics, ability to analyze and diagnose machinery vibration
Experience with rotating equipment support for operation and maintenance
Surge testing skill and experience
Experience in plant turnarounds, maintenance, startup, and shutdown
Project experience working with contractors
Experience in rotating equipment engineering in depth and breadth
Experience with project management
Experience with relationship and contract management of OEM’s and contractors
Experience in HSSE and quality management
Experience with rotating equipment construction, installation, (pre) commissioning, and testing
Demonstrated understanding of national and local codes, and standards. (i.e. API, ASME, ASNT, ANSI standards in relation to all areas of machinery inspection and repair).
Hands on experience in the troubleshooting and repair of centrifugal & reciprocating compressors, steam and gas turbines, gears, mechanical & compressor oil seals, ANSI / API pumps.
