DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Assist with managing construction and operational contracts as directed by the Maintenance Manager. Maintain and update multiple spreadsheets including daily payment reports daily. Assist with preparing contract monthly evaluations, close out documents, contractors' invoices/pay estimates and reviewing lab reports. Must be proficient in excel and formulating excel spreadsheets. Conduct site visits and attend field meetings with contractor to help resolve unforeseen construction related issues. Make field visits to monitor Inspectors as well as complete inspection on repairs and restorations completed by contractors. Position will require personal to be able to turn valves ranging from 2 to 12. Respond to inquiries or complaints from the general public, Mayor's Office, Council Member's Office, Director's Office and others. Capable of reading construction utility maps and plans. Review final construction drawings, technical specifications & inspection reports. Train and develop technical personnel on equipment and applications use by CMS. The position requires a working knowledge of COH Specifications, COH Infrastructure Design Manual, COH Codes and Ordinances, OSHA guidelines and ADA Regulations well as other materials related to the job. Candidate must be able to demonstrate excellent verbal and written communication skills to internal and external customers.
WORKING CONDITIONS
This position requires stooping, bending and/or lifting of items (up to 30 pounds) and/or occasional periods of walking on rough surfaces. Occasional minor discomforts from exposure to less-than optimal temperature and air conditions
This is a Houston Public Works Emergency Management position at the Tier II level
Job Requirements:
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
MINIMUM EXPERIENCE REQUIREMENTS
No experience is required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS
Valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2).Preference will be given to applicants with demonstrated skills in MS Word, Excel, GIMS, INFOR, CMS, & IMS software, as well as experience with water, sewer, storm drain repairs, restoring concreate, asphalt and landscaping as well as activity associated with restoring property after water and sewer repairs.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
