POSITION SUMMARY
Under direction, works with internal and external parties to provide budget and financial oversight of various infrastructure and capital construction projects throughout the Authority. Coordinates schedules and activities, tracks project progress and results, and provides status updates and reporting for project stakeholders in relation to project financials and budget.

Plans, directs and coordinates administrative activities in support of management oversight of project budget and financials. Brings any issues to the attention of senior level managers and identifies potential solutions.
Serves as project point-person to monitor project budgets. Reviews and analyzes construction program and project budgets to ensure forecasts are within budget.
Reviews construction bids and consultant proposals against funded amounts to ensure they meet budget restrictions.
Coordinates with the Program Planning team in allocating available funding against existing project needs.
Keeps track of all funding revisions required, at a line item level and puts together requests to Authority Capital Finance for budget revisions.
Assists in developing funding strategies for priority projects.
Reviews cash flow documents developed by consultant program management team, verifying accurate schedule and budget assumptions.
Supports in the oversight of the consultant program management contract, including tracking expenditures, identifying funding, recommending changes, reviewing contract documents and amendments, developing task orders, and reviewing invoices.

Coordinates communication between key project stakeholders and executive management and serves as knowledge expert in topics regarding project budgets, financial goals and contracts.
Attends monthly budget meetings and ensures that meetings are targeted to key issues.
Tracks monthly budget meeting schedule and project status report against existing, new and closed out projects on master project list.
Supports strategic planning and programming initiatives. Assists in developing scopes of work, creating rough-order-of-magnitude costs, and making recommendations to senior-level managers.
Coordinates with various internal departments and outside funding agencies to ensure grant requirements are met and regular project updates are provided.
Identifies project-specific requirements for funding agency concurrence and works with project manager, consultant program manager and purchasing department to achieve timely results.
Coordinates with consultant program manager on development and maintenance of master project list for the capital construction program.
Develops and reviews reports from the Authority's asset management system(s) and provides reports and updates to planning and programming.

Tracks critical needs projects within the Authority and helps in identifying funding sources.

Supports competitive grant application processes, including verify/writing scopes of work, developing other grant language and reviewing schedules and budgets.

Assists with the improvement of Authority processes, including initiatives related to the Authority's web-based project management (WBPM) system, to identify priority processes to streamline and incorporate.

Maintaining progress on longer-term initiatives while meeting the day-to-day requirements of the program.
Appropriately balancing interaction and information disclosure between internal departments, regional services, and federal entities.
EDUCATION/EXPERIENCE REQUIREMENTS
Bachelor's degree in Public Policy, Public Administration, Business, Finance or a related field, plus three (3) years of experience in budget analysis and/or project management, or an equivalent combination of education and experience.
Experience in construction field preferred.
Required to complete Rail Safety Training certification.
PHYSICAL REQUIREMENTS
Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer keyboards.
Must occasionally lift and/or move up to 25 pounds.
Requires occasional visits to various field locations and construction sites.

Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

Working knowledge of project management, finance, and budget processes.
Working knowledge of business planning and capital finance.
Intermediate financial analysis and budget management skills.
Intermediate computer skills; particularly with databases, spreadsheets, and word processing.

Good writing skills, including ability to explain complex issues in straightforward terms, and ability to write persuasively.

Ability to work in a complex public sector environment.
Ability to work and communicate effectively with all levels of operations and senior management.
WORKING CONDITIONS
General office environment.
May be required to be in the field on occasion to learn about various projects.
EQUIPMENT, TOOLS, AND MATERIALS UTILIZED
Standard office equipment.
Personal computer and related software.
IT related systems and programs particular to IT and/or Technology Projects common to transit and administration.
