About The Role
Health is a complex and costly policy area with tremendous implications for our daily lives and long-term success. Join NCSL’s Health Program to deepen your knowledge and experience in health policy while contributing to and leading a strong team and assisting state legislators and legislative staff nationwide. All of the Health Program’s work is nonpartisan and nonadvocacy. The Denver-based Health Program is a group of motivated, nonpartisan, fun and flexible individuals dedicated to tracking state policy developments, strengthening their expertise on evolving topics, and supporting state legislators and staff around complicated health policy topics.
We are seeking a project manager to oversee the access to care portfolio in NCSL’s health team. The project manager will lead project coordination and contribute to work on state-level policy topics including health workforce, telehealth, rural health, emergency medical services, health care facilities, Medicaid, social drivers of health, among others. If you have knowledge and experience in health policy, experience supervising people and projects, and excellent communication skills and initiative, consider applying for this opportunity.
The Project Manager is responsible for managing the distinct project(s) and people within a larger portfolio or program. This position manages project activities and deadlines; plans, assigns, and reviews the work of others and manage one or more subordinate staff as well as primary relationships with funders This position maintains a high level of policy expertise while focusing on project and staff management. The Project Manager works closely with and under the supervision of an Associate Director.
What You'll Do
Manage the health care access portfolio of projects, people, and policy issues within a larger portfolio or program.
Proficient writing and presentation skills and the ability to clearly and credibly communicate information to a variety of audiences.
Aptitude at working both collaboratively with others and independently.
Proven ability to build and maintain relationships with legislators, legislative staff, national experts, funders and others, under the guidance or mentorship of supervisor(s).
Ability to work in a politically neutral manner and maintain confidentiality when required.
Strong research and analysis skills, including accessing and assessing a variety of resources and research; synthesizing data and legislation; and analyzing and summarizing policy options and legislative activities.
Strong organizational skills, including the ability to manage multiple tasks and deadlines under the guidance of supervisor(s). Ability to work under deadline pressure and adapt to changes in workload.
Proficient knowledge of state legislative and political processes and the separation of power between the branches of government.
Supervises 1-3 staff members and oversees the daily work of other project staff, monitoring the work for quality, timeliness, and adherence to member needs and expectations and contract, grant or other project specifications. Assists in recruiting, interviewing, hiring, and training new staff.
Monitors staff performance, provides constructive and timely feedback and employee evaluations and recommends personnel actions to high-level managers.
Ability to travel by air up to 8 times per year, with most trips being 1-3 nights, as well as work extended hours, possibly evenings and weekends, usually associated with events/travel.
Performs other responsibilities as needed.
Work Environment
This position is mostly performed in an office environment, on or off-site, with prolonged periods of sitting at a desk and working on a computer. Employees routinely use standard office equipment such as laptops, printers, scanners, copy machines, and smartphones. Occasional travel by airplane, including overnights and weekends, is required. Qualifications for Success
Bachelor's degree plus six years of work experience with state legislatures, government, public policy or other relevant field.
Subject-specific expertise and proven leadership in health care access policy. State level policy experience/expertise preferred.
Strong writing, editing, and presentation skills and the ability to clearly and credibly communicate information to a variety of audiences.
Strong people and relationship-building skills, ability to function as both a member and leader of a small team and the ability to develop strong relationships with teammates.
Excellent ability to build and maintain relationships with legislators, legislative staff, funders, an established national network of professional contacts, and others.
Ability to work in a politically neutral manner and maintain confidentiality when required.
Competence in a wide range of policy and legislative analysis skills, including experience translating and analyzing complex data, writing publications, and presenting findings.
Demonstrated skill and competence in project management, including organizing project work; managing deadlines; and assigning, overseeing, and/or completing project tasks. Strong organizational skills, including the ability to plan meetings and manage multiple tasks and deadlines simultaneously.
Strong knowledge of state legislative and political processes and the separation of powers between the branches of government.
At least two years of experience supervising or managing others. Skill and competence in the basic supervision skills of planning, assigning, reviewing, and evaluating work.
Critically reviews one's own work, as well as the work of others, and independently initiates improvements or refinements.
Ability to travel by air up to 10 times per year, with most trips being 1-3 nights, as well as work extended hours, possibly evenings and weekends, usually associated with events/travel.
