SUMMARY

Bering Straits Technical Services, a subsidiary of Bering Straits Native Corporation

, is currently seeking a long term, qualified Project Manager to manage the Ft. Wainwright IOMS BOS contract in Fairbanks, Alaska.

The Project Manager is primarily responsible for the daily management, supervision, coordination, and successful completion of the BOS contract to meet the cost objectives with respect to contracting, scheduling, estimating, purchasing and bidding of all task order work.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position, and are

intended to reflect all duties performed within the job. Other duties may be assigned.

Supervise/Manage site employees to ensure workplace safety and maximize performance

Assure that all contractual requirements are met

Ensure that all projects are delivered on-time, within scope and within budget

Developing project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility

Use appropriate verification techniques to manage changes in project scope, schedule and costs

Measure project performance using appropriate systems, tools and techniques

Manage the relationship with the client and all stakeholders

Perform risk management and quality control to minimize project risks

Establish and maintain relationships with third parties/vendors

Create and maintain comprehensive project documentation and plans

Attend, facilitate, coordinate all required meetings and progress updates

Enforcing vendor and subcontractor contracts within the context of the project

Manage employee Union staff and adhere to collective bargaining agreement

Estimating self-performed/subcontractor work, pricing the labor, equipment, and material costs as needed.

Reviewing proposals specifications and drawings, preparing lists of bid items and quantities, and determining scopes of work.

Recommending vendors and subcontractors for various projects, discussing and obtaining appropriate quotations

Reviewing contracts for accuracy and completeness

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications

Minimum 5 years experience  managing facilities maintenance projects

Experience implementing OSHA, EM 385-1-1 and other regulatory requirements and industry standards.

Experience in developing detailed CSI-based cost estimates.

Experience directing, training, and motivating field personnel.

Experience in a strong business, construction management, and delivery methodologies background.

Understanding of federal contracts requirements and ability to adhere and manage.

Experience managing federal government projects is a requirement.

Knowledge, Skills, Abilities, and Other Characteristics

Excellent communications skills, oral and written.

•       Excellent interpersonal skills.

•       Ability to take direction and follow instructions adequately.

•       Flexibility in required duties.

•       Self-motivated.

•       Must be able to handle stress and work in high pressure environments or under difficult conditions

•       Analytical and problem solving skills.

•       Ability to meet deadlines and multi-task in fast paced environment

•       Proficient or have the ability to learn Microsoft Office Suite (Word, Excel, and Outlook)

•       Ability to communicate effectively with employees, customers, and vendors

Ability to produce detailed, task order estimates

Prior advanced cost proposal and work breakdown development experience.

Preferred

Direct experience with government BOS/O&M facility contracts

Direct experience working on DOD contracts

Employee must have ability to spend long hours at a work station operating a computer or in the field supervising crews. Must have dexterity and good motor skills. Employee must occasionally lift and/or move up to 50 pounds while performing the duties of this job.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. Job also includes outside work in the field supervising employees.

Interview and assist in Hiring process

Comply within union collective bargaining agreement

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
